Who will be the user of EMIS?
1. Installation user and Registered Electrical Energy Manager (REEM) under the Efficient Management of Electrical Energy Regulation 2008 (EMEER 2008).
2. Any other user assign by Energy Commission (EC) for any specific project.
How to access EMIS?
EMIS can be accessible through the address https://emis.st.gov.my. User need to key in the login ID given by the Energy Commission and the password set by the user.
How many times the user can key in the wrong password?
User only can key in 3 times wrong password before the account being blocked by the system. If your account has being blocked by the system please contact the system Administrator for further assistance
Who will submit the report?
Under the EMEER 2008, the responsible person from the installation (Installation User) need to key in the data into the system and submit the report to their respective REEM through the system. Once the report is approved and verified by the REEM, the installation user need to submit report to EC through the system. Or for those installation which is not under EMEER 2008, the assign user for that installation will submit the report.
If there is an incorrect data in the report submitted by Installation user, what REEM needs to do?
If the report submitted by Installation User contain incorrect data, the report should be rejected by REEM and when rejecting the report it is compulsory for the REEM to fill in the comment section where REEM will inform the Installation User on what correction they need to do.
If the report was rejected by REEM, what Installation User needs to do?
The Installation User need to correct the data and resubmit the report to REEM. Once REEM approve they need to submit the report to EC.
Is Form A and Form B is compulsory to send to EC?
Yes. After the report is submitted to EC through the system, the installation user need to generate Form A and Form B from the system and submit the signed Form A and Form B to EC. Both signed Form A and Form B should be send to the following address:

After the report is submitted to EC through the system, is it compulsory to generate the PDF report and submit the hardcopy of the PDF report to EC?
No need to submit the hardcopy of the PDF report to EC. The report is already in the system.
When is the deadline to submit the report?
According to the EMEER 2008, the report should be sent not later than thirty days after the expiry of six consecutive months. For example if the reporting period is January 2016 till Jun 2016, the report should be sent within July 2016.
Can I key in the data every month during the reporting period?
Yes you can but you have to save the edited report. You cannot submit the report to REEM yet until all the data for every month of that report has been key in. Only completed report can be submit to REEM for approval and then only you can submit to EC.
What should I do if there is a changes in person responsible (Installation User) to key in the data for the report?
The new person in charge should change the contact information in the installation details tab and if possible change the existing password to new password and update.
What should I do if the variables, fuels, products or other registries related to my installation is not in the list of selection?
Please inform EC on the request to add the variables, fuels, products or other registries and EC will review it. You may contact EC as mentioned in Contact Us section.
What if the data in the historical report has an error or incorrect data?
Please inform EC on the data that need to be corrected and EC will review it. You may contact EC as mentioned in Contact Us section.
If the installation change their REEM, what should they do?
Installation need to inform EC on such changes through letter (hardcopy and softcopy in which the softcopy of the letter can be send through email). Installation then need to inform EC on the newly appointed REEM so that EC can assign the appointed REEM to the installation in the system.
How is the start of reporting period is determined?
It is determined by which month the REEM is appointed by the installation. For example if the REEM is appointend in month of January 2016, the reporting period will start on 1st January 2016.
Can I changed the start of reporting period?
No.
What is the difference between type of report "Baseline-only" and "Report"?
"Baseline-only" is the report for baseline which is one year before year of REEM being appointed. For example if REEM is appointed on February 2017, the "Baseline-only" report will be for year 2016 (12 months). For type "Report", it is the report that user will submitted to EC every six months as mentioned in EMEER 2008.
I have key in the data for six months but why there is no baseline year to select in analysis section (Charts)?
Only year that has completed one year data will be availabe in the selection of baseline year.
How to select baseline year for regression analysis?
Baseline year must be before starting year in the range selection.
How the user will know the status of the report?
User can know the status of the report in the Report Grid Overview section indicated by the color difference of the report status.
What should I do if I change the electricity account number to a new account number (Eg: TNB account number, SESB account number)?
The Installation User need to mark the old account number as inactive and then create the new account number.
What if my installation no longer produce any product defined in the Products Tab?
The Installation User need to mark that product as inactive.
What if my installation produce new product?
The installation user just need to create the new product in the Products Tab.
In the report form for industry sector, what is the Weightage [%] in the Products and Specific Energy Consumption (SEC) section?
Weightage [%] is the percentage of utilization of electricity to produce each product for that particular month. If there is only one product, Weightage [%] should be 100%.
In the report form, under the Summary Of Completed Energy Saving Measures (ESM) During Current Reporting Period can I estimate the Yearly Savings [kWh] and Yearly Savings Cost [MYR] if the actual value is not available yet?
Yes as the yearly saving estimated was calculated using the monitored data consumption for that ESM and projected it for one whole year.
Can I be notified whenever someone send me a messages through EMIS?
Yes. Go to My Settings and tick the Send Messages to e-mail option.
